In an international system where states perpetually pursue interest and power under the realist paradigm, China’s ADIZ declaration vividly reflects a structural shift in the regional balance of power and its emergence as a full-fledged maritime power.

China's declaration of an Air Defense Identification Zone (ADIZ) over the East China Sea in late November 2013 has predominantly been analyzed through the lenses of diplomacy and international politics. In practice, however, the ADIZ functions as a critical strategic instrument that directly impacts military security and reshapes the regional balance of power.

According to the U.S. Department of Defense, an ADIZ is defined as "a volume of airspace of defined dimensions within which the ready identification, location, and control of airborne aircraft are required." Conversely, Japan conceptualizes it as airspace extending beyond national sovereignty designed to monitor, intercept, and gain critical reaction time to identify suspect aircraft. While the ADIZ concept originated in the United States during the Cold War as a purely defensive mechanism against aerial strikes, China's contemporary application has transformed it into a dual-purpose, proactive and reactive military tool.

Three Military Security Dimensions of China's ADIZ (CADIZ)

1. Enhancement of Surveillance and Tracking Systems

The declaration of the ADIZ establishes a framework for de facto legitimacy, allowing the People's Liberation Army (PLA) to deploy advanced radar technologies and electronic warfare systems to detect and track adversarial aircraft across an expanded operational scope.

  • Expansion of Patrol Perimeters: The PLA systematically deploys fighter jets and Airborne Early Warning and Control (AEW&C) aircraft to monitor the military assets of the United States, Japan, South Korea, and Taiwan, ensuring comprehensive coverage over contested and overlapping zones.
  • Strategic Intelligence Gathering: The zone provides vital operational opportunities for real-time readiness training, the collection of Electronic Intelligence (ELINT), and the systematic mapping of adversarial tactical flight patterns.
  • Anti-Submarine Warfare (ASW) Synergy: Beyond airspace control, the ADIZ facilitates the efficient deployment of maritime patrol aircraft (such as the KQ-200) to track allied surface warships and submarines within overlapping international waters.

2. Air Interception and Counter-Reconnaissance

Although Beijing theoretically asserts that the ADIZ does not impinge upon the freedom of overflight, it functions in practice as a mechanism to constrain the Intelligence, Surveillance, and Reconnaissance (ISR) operations conducted by the U.S. and its allies.

  • Calibration of Rules of Engagement (ROE): China leverages the ADIZ as a domestic legal pretext to scramble fighter aircraft to intercept U.S. patrol planes (e.g., the P-8A Poseidon) and high-altitude reconnaissance drones.
  • Creation of a Strategic Buffer Zone: Given that modern precision-guided munitions possess operational ranges spanning hundreds of kilometers, pushing adversarial reconnaissance aircraft further from the Chinese coastline mitigates the risk of long-range standoff strikes and safeguards critical coastal naval and air installations.

3. Shift in Operational Capabilities (Power Projection & A2/AD)

The ADIZ reflects the PLA's growing capability to project power and extend its Anti-Access/Area Denial (A2/AD) network deeper into the Western Pacific.

  • C4ISR Operational Readiness: Operating the zone demonstrates the proficiency of China's Airborne Warning and Control Systems (AWACS) in executing long-range command, control, and real-time data integration.
  • Inducing Strategic Fatigue: Persistent Chinese patrolling in overlapping international airspace forces neighboring states to continuously absorb increased operational costs, flight-hour depreciation, and resource strains to defend their respective airspaces.
  • Semi-Territorial Claims: The CADIZ expands Chinese administrative influence over the Exclusive Economic Zone (EEZ) and international airspace to restrict U.S. Freedom of Navigation and Overflight Operations (FONOPs). This aligns with historical precedent, as China has consistently rejected the legitimacy of Japan's ADIZ where it covers the disputed Senkaku/Diaoyu Islands.

Strategic Assessment and Regional Reactions

1. Stances and Preparedness of Allied Nations

  • South Korea (The Ieodo Dispute): Seoul expressed deep concern as the CADIZ overlapped with the Korean ADIZ (KADIZ) around Ieodo (Socotra Rock). South Korea responded by immediately expanding its own KADIZ southward and increasing the frequency of fighter scrambles, though a military hotline was later established to mitigate the risk of mid-air accidents.
  • Japan (East China Sea Confrontation): Tokyo categorically rejects the legitimacy of the CADIZ, which encompasses the Japan-administered Senkaku Islands. In response, Japan has reinforced its F-15 fighter deployments and upgraded early-warning radar installations on its southwestern islands bordering the East China Sea.
  • United States (Assertion of Freedom of Overflight): Washington refuses to recognize the CADIZ. The U.S. demonstrated this stance by flying B-52 strategic bombers through the zone without prior notification to Beijing, thereby reinforcing the principle that an ADIZ cannot restrict the freedom of overflight in international airspace.

The declaration of overlapping ADIZs constitutes a calculated strategic assertion, utilizing coercive measures below the threshold of open warfare (Gray Zone tactics) to compel neighboring nations to acquiesce to the PLA's persistent presence.

  • Risk of Accidental Escalation: The primary risk stems not from centralized, command-directed attacks, but from close-quarters intercepts. Split-second tactical decisions by pilots or mid-air collisions (reminiscent of the 2001 Hainan Island incident) could inadvertently escalate into a major international crisis.

3. Scenarios in the Event of a Military Clash

Viewed through the lens of political realism, even a minor tactical clash would trigger a cascading chain reaction:

  • Severe Security Dilemma: The United States would be treaty-bound to intervene in defense of Japan and South Korea, precipitating a severe security dilemma and potential direct confrontation between nuclear-armed superpowers.
  • Economic Fallout: Maritime and aviation routes through the East China Sea—a vital artery of the global economy—ประธาน face immediate disruption. Global technological supply chains, particularly semiconductor manufacturing from Taiwan and South Korea, would face immediate paralysis.

ASEAN is inclined to reserve its stance and avoid explicit alignment with either bloc due to two main factors:

  • Fear of Strategic Imbalance: Siding with either great power would undermine the core principle of ASEAN Centrality in regional architecture.
  • Internal Divergence: ASEAN member states possess varying degrees of strategic and economic alignment with China and the U.S., making a unified, cohesive consensus exceptionally difficult to achieve.

2. Pros and Cons of Inaction

  • Pros (Short-term): Strategic ambiguity allows ASEAN to avoid becoming a direct target for political or economic retaliation from either Beijing or Washington.
  • Cons (Long-term): Silence could be interpreted as tacit acquiescence, establishing a dangerous normative precedent. This could potentially pave the way for China to declare an ADIZ over the South China Sea, directly threatening the sovereign interests and maritime rights of ASEAN claimant states (the Philippines, Vietnam, and Malaysia).

3. ASEAN Mechanisms as a Mediation Platform

Proffering mediation via platforms such as the ASEAN Regional Forum (ARF) or the East Asia Summit (EAS) presents distinct challenges and opportunities:

  • The Neutrality Dimension: ASEAN maintains a neutral posture, making it uniquely positioned to bring all stakeholders to the negotiating table without the historical baggage carried by the direct claimants.
  • Practical Objectives: The focus should be on establishing a standardized "Air and Maritime Code for Unplanned Encounters" to prevent tactical accidents, rather than pressuring for the dissolution of the ADIZ, which is pragmatically unfeasible.
  • Face-Saving Mechanism: China and Japan might accept this framework if it offers a viable, multilateral avenue to de-escalate tensions without either side suffering a loss of domestic or international political face.

Realist Conclusion: Managing the Balance of Power and Risk

In an international system where states perpetually pursue interest and power under the realist paradigm, China’s ADIZ declaration vividly reflects a structural shift in the regional balance of power and its emergence as a full-fledged maritime power.

Maintaining regional stability does not depend on denying this geopolitical reality or attempting to deter Chinese expansion solely through military posturing. Rather, it hinges on establishing robust risk management frameworks and reliable crisis communication mechanisms. These steps are essential to prevent tactical, gray-zone friction from escalating into a full-scale regional conflict that would devastate both the global security architecture and the world economy.

    การประกาศ ADIZ ครั้งนี้สะเทือนขวัญประเทศในทะเลตะวันอออกไม่น้อย โดยเฉพาะญี่ปุ่น ดูจากข่าวที่ออกมา ญี่ปุ่นตื่นตัวทางการทหารมากที่สุด มีการเยือนประเทศต่างๆในเอเชียหลังจากทีจีนประกาศ

    1.เกาหลีเองก็มีส่วนของ ADIZ ทับซ้อนกับของจีนอยู่.. เขากังวลและเตรียมพร้อมอย่างไรครับ ผมไม่ค่อยเห็นข่าวเลย
    2. การประกาศให้ ADIZ ทับซ้อนครั้งนี้ เป็นความจงใจของจีนที่จะก้าวร้าวต่อประเทศเหล่านี้ใช่ไหมครับ? คือกล้าและพร้อมโจมตี หากพบกันในน่านฟ้าทับซ้อนหรือเปล่า?

    1.รัฐบาลเกาหลีใต้แสดงความกังวลตั้งแต่จีนเริ่มประกาศ พร้อมกับๆ ประเทศอื่นๆ ที่เกี่ยวข้องโดยตรง คือ ญี่ปุ่น ไต้หวัน สหรัฐฯ มีอยู่ในข่าวหลายชิ้นครับ ลองค้นหาข่าวภาษาอังกฤษ แต่ท่าทีของรัฐบาลเกาหลีใต้ไม่โดดเด่นเท่าญี่ปุ่นที่ออกโรงต้านเต็มที่

    2.ผมได้เขียนบทความเรื่อง ADIZ ทั้งหมด 3 ตอน ได้ให้คำตอบเรื่องนี้ไว้แล้วครับ เรื่องนี้มองได้หลายแบบ เช่น มองว่าสหรัฐฯ ญี่ปุ่นก้าวร้าวต่อจีนมานาน วันนี้จีนมีศักยภาพโต้กลับ รายละเอียดอ่านได้ในบทความ

    3.ข้อนี้ตอบยากครับ เพราะไม่แน่ใจว่าจะเกิดการปะทะจริงๆ หรือไม่ แต่การปะทะกันเพียงเล็กน้อยก็ส่งผลกระทบต่อเศรษฐกิจการเมืองระหว่างประเทศอย่างมากแล้วครับ

    อิงจากบทความของอาจารย์
    " ข้อเท็จจริงคือ หลังรับมอบการปกป้องน่านฟ้าจากกองทัพสหรัฐเมื่อปี 1969 ญี่ปุ่นประกาศเพิ่มเขตแสดงตนอีกสองครั้ง ครั้งแรกในปี 1972 และครั้งล่าสุดคือเมื่อปี 2010 แต่รัฐบาลจีนไม่ยอมรับสักครั้ง จึงไม่แปลกใจหากทางการญี่ปุ่นจะไม่ยอมรับ ADIZ ของจีนบ้าง
    กรณีที่น่าสนใจที่สุดคือ รัฐบาลสหรัฐเรียกร้องให้ทุกประเทศยอมรับ ADIZ ของตน แต่กองทัพสหรัฐกลับไม่เคยยอมรับเขตแสดงตนของประเทศใด และเข้าสกัดกั้นอากาศยานรบทุกลำที่บินเข้าเขต ADIZ ของตน"
    ทำให้ผมต้องปรับทัศนะใหม่เกี่ยวกับจีนแล้ว เดิมทีคิดว่าเป็นฝ่ายจีนที่ก้าวร้าวมาตลอด แต่ความจรืงแล้วความตึงเครียดนี้กับถูกถูกสะสมมาเป็นเวลาช้านาน จนอาจจะกลายเป็นปัญหาใหญ่ในภูมิภาคในปัจจุบัน
    แต่ในปัจจุบันอาเซียนยังไม่มีบทบาท หรือแสดงจุดยืนอย่างชัดเจนในเรื่องนี้ใช่ไหมครับ?

    จากบทความ "การพัวพันของอาเซียนกับทางออกของ ADIZ" ของอาจารย์ ชี้แนะให้เห็นว่าอาเซียนควรมีบทบาทในการแก้ไขปัญหานี้

    ถามต่อว่า
    1. เป็นไปได้หรือไม่ ว่าอาเซียนจะยังตั้งใจสงวนท่าทีเพื่อรักษาสถานะเดิมเช่นนี้ไว้อยู่? และเกรงกลัวว่าหากแสดงจุดยืนไปแล้ว จะทำให้ฝ่ายหนึ่งฝ่ายใดรู้สึกคับข้องใจ
    2. หากอาเซียนนิ่งเฉยต่อความตึงเครียดนี้จะเกิดผลดี หรือ ผลเสีย มากกว่ากัน?
    3.ถ้าหากอาเซียนเสนอการเจรจา อาจารย์คิดว่าทั้งจีนและญี่ปุ่นจะยอมรับการเจรจาผ่านกลไกของอาเซียนหรือไม่?

    1. จุดยืนอาเซียนที่ประกาศไว้ตลอดหลายปีที่ผ่านมาคือ ขอให้แก้ไขปัญหาทุกเรื่องผ่านการเจรจา ยึดหลักไม่ใช้กำลัง ดังนั้น อาเซียนมีจุดยืนและได้ประกาศไว้นานแล้ว
    ดังที่ทราบกันดีอยู่ว่า ท่าทีของอาเซียนคือพยายามรักษาระยะห่าง ไม่ให้ชาติมหาอำนาจใดๆ เข้ามาก้าวล่วงอาเซียนมากจนเกิดปัญหากับอาเซียน

    2.ถ้าอาเซียนนิ่งเฉย อาจตีความได้หลายอย่าง เช่น อาจเป็นการแสดงว่าอาเซียนยอมรับสถานการณ์ ADIZ ในขณะนี้ หรือในมวลหมู่ชาติสมาชิกยังตกลงท่าทีร่วมกันไม่ได้
    ส่วนผลดี ผลเสีย ขึ้นกับการตีความท่าทีอาเซียน
    แต่จากสถานการณ์ที่ผ่านๆ มา อาเซียนไม่นิ่งเฉย อาจรอประกาศอย่างเป็นทางการผ่านกลไกการประชุมอาเซียนจากเวทีใดเวทีหนึ่ง

    3.ในบทความผมเสนอให้อาเซียนแสดงบทบาทมีส่วนร่วม ด้วยเหตุผลว่าที่สุดแล้วจะต้องมีการเจรจาว่าอากาศยานใดๆ ที่บินเข้าเขต ADIZ ของจีนจะปฏิบัติตัวอย่างไร ซึ่งหมายรวมถึงเครื่องบินพลเรือนของสายการบินต่างๆ ของอาเซียนด้วย
    ด้วยหลักการ เป้าหมาย ดังนี้
    ก.ให้เกิดแนวปฏิบัติร่วมกัน (guideline) เพื่อป้องกันเหตุไม่คาดฝัน – ไม่ได้ต่อต้าน ADIZ ของประเทศใดๆ
    ข. ในความขัดแย้งปัจจุบัน คู่กรณีหลักอยู่ทางเอเชียตะวันออกไกล พวกเขาแต่ละประเทศมีความขัดแย้งกัน รวมทั้งการที่รัฐบาลปาร์ค กึน-เฮ (Park Geun-hye) แสดงท่าทีเย็นชาต่อรัฐบาลอาเบะ หากจีน ญี่ปุ่น เกาหลีใต้ สหรัฐฯ จะเป็นเจ้าภาพ อาจทำให้บางประเทศไม่ยอมรับ
    อาเซียนมีภาพเป็นกลาง มีเวทีพูดคุยหลายเวทีที่ประเทศผู้เกี่ยวข้องทั้งหมดสามารถเข้าร่วมประชุม อาเซียนจึงมีความเหมาะสมในแง่นี้
    แน่นอนว่าที่สุดแล้วย่อมต้องขึ้นกับว่าจีน ญี่ปุ่น จะเห็นชอบหรือไม่ แต่หากพวกเขาไม่ยอมรับคนกลางอาเซียน หรือไม่พร้อมที่จะเจรจา อาเซียนก็ไม่ได้เสียอะไรเพิ่มเติม
    ในทางกลับกัน ถ้าพวกเขายอมรับ ก็จะช่วยส่งเสริมบทบาทของอาเซียนในภูมิภาค
    ค.การดึงประเทศคู่กรณีหลักให้เข้าสู่โต๊ะเจรจา ย่อมดีกว่าปล่อยให้เกิดวิวาทะทางการเมืองระหว่างประเทศอย่างที่เป็นอยู่ในขณะนี้ ไม่ว่าจะเป็นการพูดถึงการสังหารหมู่ที่นานกิง สงครามโลกครั้งที่ 1 หรือฮิตเลอร์ ฯลฯ

    การอธิบายผมใช้แนวคิดของสำนัก Realism เป็นหลัก ทุกประเทศต่างแสวงหาประโยชน์ ส่วนจะใช้วิธีการใดก็ขึ้นอยู่กับบริบทของแต่ละประเทศ การตัดสินใจของแต่ละรัฐบาล
