ญี่ปุ่น-เกาหลีใต้ 2023 ซ่อนเร้น เฉพาะกาล?

 ความบาดหมางฝังลึกที่เกาหลีใต้มีต่อญี่ปุ่น ความไม่ไว้วางใจรัฐบาล ทำให้การปรับความสัมพันธ์ยุ่งยาก น่าสงสัย อาจมีผลช่วงสั้นๆ ตามอายุรัฐบาล ประชุมสุดยอดระหว่างผู้นำ ฟูมิโอะ คิชิดะ (Fumio Kishida) นายกรัฐมนตรีญี่ปุ่นกับยุน ซอก-ยอล (Yoon Suk-yeol) ประธานาธิบดีเกาหลีใต้เมื่อ 16 มีนาคมมีข้อมูลที่เปิดเผย พอจะวิเคราะห์ได้ดังนี้ สรุปภาพรวมเจรจา : หนึ่งในไม่กี่เรื่องที่โดดเด่นชัดเจนคือ 2 ประเทศปรับความสัมพันธ์ GSOMIA สู่ระดับปกติ (completely normalize) GSOMIA (General Security of Military Information Agreement) คือการแลกเปลี่ยนข้อมูลทางทหารเช่น นิวเคลียร์เกาหลีเหนือ เป็นความร่วมมือตั้งแต่ 2016 และระงับไปเมื่อ 2019 จากเหตุญี่ปุ่นระงับส่งวัตถุดิบ สินค้าสำคัญบางตัวจากญี่ปุ่น ผสมกับความบาดหมางเมื่อเกาหลีเป็นอาณานิคมญี่ปุ่น 1910-45 ยุน ซอก-ยอล (Yoon Suk-yeol) ประธานาธิบดีเกาหลีใต้กล่าวว่า ความร่วมมือนี้ก่อประโยชน์ด้านความมั่นคงแก่ทั้ง 2 ประเทศ แยกเรื่องนี้จากการเรียกร้องค่าชดเชยการใช้แรงงานสมัยเป็นอาณานิคมที่คาดว่ามีถึง 780,000 คน เรื่องหญิงบำเรอ (comfort women) มุมองจุดยืนเกาหลีใต้ต่ออดีตญี...

ประชาธิปไตยโลกถดถอยไม่หยุด อำนาจนิยมเข้มแข็ง

ประชาธิปไตยในแต่ละประเทศมีขึ้นมีลง โดยรวมแล้วเสรีภาพโลกถดถอยต่อเนื่องเป็นปีที่ 17 ฝ่ายอำนาจนิยมเข้มแข็งขึ้น แต่ประเทศประชาธิปไตยที่เข้มแข็งขึ้นก็มี             เป็นประจำทุกปี Freedom House องค์กรภาคประชาชนนำเสนอรายงานสิทธิเสรีภาพของประเทศต่างๆ ทั่วโลก ฉบับล่าสุดคือ Freedom in the World 2023 :   Marking 50 Years in the Struggle for Democracy สรุปว่าเสรีภาพโลกถดถอยต่อเนื่องเป็นปีที่ 17 แล้วและฝ่ายอำนาจนิยมเข้มแข็งขึ้น มีสาระสำคัญดังนี้              รายงานฉบับนี้ให้ความสำคัญกับสงครามยูเครนชี้ว่ารัสเซียกำลังละเมิดสิทธิมนุษยชนอย่างหนัก การรัฐประหารบ่อนทำลายรัฐบาลที่มาจากการเลือกตั้งเกิดขึ้นในหลายประเทศเช่น บูร์กินาฟาโซ ( Burkina Faso) ตูนิเซีย เปรูและบราซิล ส่วนประเทศที่เกิดรัฐประหารเมื่อปีก่อนๆ อยู่ในสภาพกดขี่เสรีภาพ ได้แก่ กินี ตุรเคีย เมียนมาและประเทศไทย             สาเหตุหลักที่ทำให้เสรีประชาธิปไตยหดตัวได้แก่ เ...

โลกเสี่ยงสงครามนิวเคลียร์ตั้งแต่ก่อนเกิดศึกยูเครนแล้ว สงครามยูเครนเพิ่มความเสี่ยงให้สูงขึ้นอีก แต่รัสเซียจะ “กดปุ่ม” หรือไม่ยังคงยึดหลักการเดิม             New Strategic Arms Reduction Treaty (New START) เป็นข้อตกลงนิวเคลียร์ระหว่างสหรัฐกับรัสเซียเมื่อปี 2010 เป็นฉบับปรับปรุงจาก Strategic Arms Reduction Treaty of 1991 (START I) ทั้ง 2 ประเทศจะจำกัดหัวรบนิวเคลียร์ทางยุทธศาสตร์เหลือ 1,550 หัวรบและระบบปล่อยอาวุธไม่เกิน 700 ชุด ปูตินระงับใช้ New START :             ท่ามกลางศึกยูเครนส่อว่าจะขยายวงกว้าง 21 กุมภาพันธ์ 2023 ประธานาธิบดีปูตินประกาศระงับ ( suspension ) ข้อตกลงจำกัดอาวุธนิวเคลียร์ New START ด้วยเหตุผลขอตรวจสอบให้มั่นใจว่าประเทศปลอดภัยไม่ถูกคุกคามเหมือนอย่างเช่นตอนนี้             การระงับดังกล่าวไม่ได้หมายความว่ารัสเซียถอนตัวจากข้อตกลงอย่างสิ้นเชิง แต่ นับจากนี้รัสเซียอาจเพิ่มอาวุธนิวเคลียร์ตามต้องการ ไม่อนุ...
