โอบามาปรับสมดุล อาเบะถอยหนึ่งก้าว? ร่วมเดินหน้าจัดระเบียบเอเชียแปซิฟิก

นายชินโซ อาเบะ นายกรัฐมนตรีญี่ปุ่น กล่าวก่อนเข้าร่วมประชุมทวิภาคีกับประธานาธิบดีบารัก โอบามา ว่า “ญี่ปุ่นกับสหรัฐอเมริกายึดถือคุณค่าพื้นฐานร่วมกันหลายอย่าง เช่น เรื่องเสรีภาพ ประชาธิปไตยและสิทธิมนุษยชนพื้นฐาน และเรายังมีผลประโยชน์ทางยุทธศาสตร์ร่วมกันด้วย ความเป็นพันธมิตรระหว่าง 2 ประเทศนี้เป็นเรื่องที่ขาดจากกันไม่ได้หรือเปลี่ยนทดแทนไม่ได้ เป็นรากฐานของภูมิภาคเอเชียแปซิฟิกที่เปี่ยมด้วยสันติภาพและความมั่งคั่ง”             ด้านประธานาธิบดีบารัก โอบามา กล่าวในทำนองเดียวกันว่า ความเป็นพันธมิตรระหว่างสหรัฐ-ญี่ปุ่น ไม่เป็นเพียงรากฐานความมั่นคงของเราในภูมิภาคเอเชียแปซิฟิก แต่เป็นความมั่นคงของทั่วทั้งภูมิภาค การที่สหรัฐกับญี่ปุ่นยึดถือคุณค่าประชาธิปไตย ไม่เพียงหมายความว่าเราจะร่วมกันจัดการประเด็นร้อนในภูมิภาค ยังรวมถึงการวางกฎเกณฑ์เพื่อจัดระเบียบระหว่างประเทศด้วย เดินหน้าจัดระเบียบเอเชียแปซิฟิก :             ตลอดการเยือนญี่ปุ่นอย่างเป็นทางการเมื่อกลางสัปดาห์ที่ผ่านมา ประธ...

ฝิ่น ปัจจัยกำหนดอนาคตของอัฟกานิสถาน

อัฟกานิสถาน ประเทศผู้ปลูกฝิ่นมากที่สุดในโลก ข้อมูลล่าสุดชี้ว่า ร้อยละ 90 ของฝิ่นและผลิตภัณฑ์อันเนื่องจากฝิ่น เช่น มอร์ฟีน เฮโรอีน ที่เสพติดกันทั่วโลกมีต้นกำเนิดจากประเทศนี้  เมื่อสืบค้นข้อมูลย้อนหลังพบว่า อัฟกานิสถานปลูกฝิ่นมานานแล้ว ในช่วงปี 1935-1945 ฝิ่นเป็นสินค้าออกสำคัญอย่างหนึ่ง จัดอยู่ในหมวดสินค้าเกษตร คนทั่วไปสามารถซื้อหาฝิ่นในตลาดของอัฟกานิสถานทั่วไป ไม่มีการห้ามปลูกหรือต้องแอบซื้อขายแต่อย่างไร เหตุผลการปลูกฝิ่นเพิ่มมากขึ้นในยุคการ์ไซ  :              การปลูกฝิ่นเพิ่มขึ้นอย่างรวดเร็วตั้งแต่ปี 2001 ภายหลังกองทัพสหรัฐกับพันธมิตรโค่นล้มรัฐบาลตอลีบัน และแม้รัฐบาลของประธานาธิบดี ฮามิด การ์ไซ ประกาศให้การปลูกการค้าฝิ่นเป็นเรื่องผิดกฎหมาย แต่อัฟกานิสถานเป็นสวรรค์ของนักค้ายาเสพติด ด้วยเหตุผลสำคัญ ดังนี้              ประแรก ประเทศไร้เสถียรภาพ รัฐบาลอ่อนแอ             ภายหลังจากที่กองทัพสหรั...
